not a random attack. that's what hayward police are saying about the shooting death of a man outside a gas station. the high-profile case the victim was involved with. >> an inside look at an unusual grassroots campaign to get one man to run for mayor of san francisco. >> and here's something you don't see every day. no traffic in los angeles. reason people feared it would be carmageddon.

good evening, everyone. i'm heather holmes. >> i'm ken wayne. we begin with developing news in san francisco. police are on the scene of a shooting in the city's bayview neighborhood. debora villalon is at third and oakdale with the latest. >> reporter: this was an officer-involved shooting only about 90 minutes ago this scene still very intense. you can see the intersection here at third and oakdale cordoned off. investigators are looking for bullet casings and have been on the roof looking for a weapon that might have been thrown away. this neighborhood pretty inflamed right now. what we do know at this point is that a man was shot by police and collapsed on the sidewalk. he has been taken to the hospital. no word on his condition. witnesses say he was shot as many as 6 to 8 times. he was not under surveillance

but was spotted by patrol officers who chased and shot him when he refused orders to stop. residents said he had no gun and he was chased for not paying a toll on the muni streetcar. >> he had no gun out. hands up in the air still shooting? i don't think thinked enough strength to run and chase him down. they just opened fire. >> reporter: we are showing you cell phone video in the minutes after the shooting as residents rushed in and sounded off on the officers for what they felt was an unjustified overreaction. an investigator said off camera they believe this man had a gun. they suspect that perhaps someone took the gun off his body after he collapsed or that the gun had been thrown and that's why they are canvassing

a school and residence, businesses and rooftops here in the area. they do say that they have recovered bullet casings here that do not match officers' wells. clearly, there are still many more answers to gather and we'll have a full report for you tonight on the 10:00 news. reporting live in san francisco, debora villalon, ktvu channel 2news. a young man described as the best friend of bart police shooting victim oscar grant is him set of victim gun violence. man was found shot to death at a hayward gas station. john sasaki is following developments and has the latest live from hayward. >> reporter: heather, this is the hayward gas station where johntue caldwell was gunned down. his friends and family are just now arriving to hold a vigil to honor the 25-year-old best friend of oscar grant. johntue caldwell was in a car at this tennis son road gas station at 5:30 p.m.

yesterday when someone shot him. johnson is his uncle. >> if anybody knows what happened to johntue that they step to the plate, come forward and they give that information because a wrong here has been committed, a young man has been innocently shot while sitting in his vehicle waiting on his friend to meet him. >> reporter: caldwell was life long friends with grant who was shot to death by a bart police officer on new year's morning 2009. he was with grant on the fruitvale station platform that morning and had filed a $5 million federal civil rights lawsuit against bart. people stopped by to sign a memorial t-shirt for caldwell today. >> he was a funny guy. couple of times i met him, he was nice. he wasn't like any of that gang stuff or anything. >> reporter: caldwell was so close to grant that he was godfather to his now 7-year-old daughter tatiana. >> he was in school. he was being a father. he was loving his children, spending time with the family. he was walking with a smile on his face doing the things that are right in this world. and for this to happen at this

time is a tragedy. it's a shame. >> it's crazy out here. you got watch your back at all times now. >> reporter: oscar grant is buried at the lone tree cemetery in hayward and his mother's reportedly trying to arrange to have caldwell buried nearby. hayward police said they don't know why caldwell was killed but they do believe that he was targeted. live in hayward, i'm john sasaki, channel 2news. >> investigators say they are following several leads tonight in the death of a young woman whose burned body was found in oakland's rockridge neighborhood. the family of 21-year-old monica rotis says she left her union city home wednesday night with a friend. her body was found in the street the next morning. friends and family plan to hold a fundraiser tomorrow at the eastlake ymca for funeral costs and a trust for rodas' three- year-old son. oakland police are also investigating a fatal shooting at an east oakland apartment. officers were called to 10 sixth avenue near macarthur at

9:30 last night and found a 25- year-old man from san leandro inside an apartment with gunshot wounds. neighbors are concerned about the violence. >> a lot of bad things happen around here. >> the unidentified victim later died at highland hospital and investigators say no arrests have been made. also in oakland firefighters battled a three- alarm fire downtown this morning. the fire was reported at webster street near 17th around 9:30. fire crews say when they got inside, they found a fire burning in a basement area. the damage was mostly contained to one office in an educational facility. >> it sounds like minimal from the fire. but there would be extensive smoke damage. there was smoke throughout. >> there was no one inside the building at the time. firefighters say they believe the cause of the fire was accidental but it's still under investigation. in contra costa county, official want to know who opened more than a dozen fire hydrants overnight. more than a dozen were opened

at 11 differently locations in pleasant hill, pacheco, martinez, lafayette and walnut creek, according to officials. they say this is not a harmless prank. damaged hydrants could be unavailable in an emergency and flooding can cause property damage. a san rafael man is behind bars tonight accused of threatening senator barbara boxer. police say death threats were left on senator boxer's office voicemail earlier this week. investigators were able to track those messages back to 47- year-old kevin o'connell. he was arrested at his home this morning and faces one count of making criminal threats. well, a small earthquake rattled alameda county early this morning. there are no reports of damage from the magnitude 3.3 quake which hit at about 3:51 a.m. the quake was centered two miles southeast of berkeley. we did receive several calls from people in the east bay as well as people in san francisco, with most describing feeling of a sharp jolt. gop presidential candidate mitt romney has a war chest

larger than any other republican. newly released campaign finance records show the former massachusetts governor has $12.7 million in cash reserves. that is three times more than his closest rival, congresswoman michele bachmann. romney raised more than $18 million between april and june. president obama meanwhile has more cash on hand than all of his republican rivals put together. the president raised a record $86 million between april and june for his reelection campaign and for the democratic party. 98% of all donations were $250 or less. 27 individuals contributed half a million dollars or more. it is a political campaign without a declared candidate. today supporters of interim mayor ed lee walked the streets of the bayview. they are hoping a groundswell of support will convince lee to run for election in november. >> we are getting in touch with merchants because ed lee has talked to some of them so we

are getting in touch and encouraging them to elect -- to encourage ed lee and draft ed lee to run for mayor. >> however, mayor lee has consistently said he plans to return to his former job as city administer when he finishes his term. there are environmental hurdles to cross. miles of fence having needed to protect habitat in areas where thousands of spectators will gather such as crissy field for the america's cup. it also raises the concern of sewage being dumped into the bay by boaters. a public sharing scheduled in august. an effort to stop a target store from opening in san rafael is falling short. in april, the city approved the retailer plans to build onshore line parkway north of the richmond/san rafael bridge. a group opposing the store came up just 32 signatures shy of the 2787 signatures needed for

a referendum on the november ballot. registrars certified the count yesterday. the marin independent journal reports the group plans a legal challenge. predictions of carmageddon have so far not come true in los angeles. the 10-mile stretch of the normally crowded 405 freeway shut down at midnight. crews there are demolishing a bridge to make way for a new carpool lane. perhaps because of all the warnings, gridlock on surface streets never materialized. >> they can see from here, a nonevent. >> usually doing 0, 5, something like that. to see it empty is surreal. >> the freeway is set to re- open monday at 6 a.m. or earlier if crews finish ahead of schedule. it may not be carmageddon but there is a road closure here in the bay area. coming up in 8 minutes, the major thoroughfare in san francisco that will be closed in less than two hours. it is one of the roughest neighborhoods in the bay area

commemorate a park which transformed the community. >> reporter: saturday morning richmond's iron triangle. >> i don't have to worry about drive by. >> i like to stop the violence. >> reporter: a picnic, a party, filled with music, basketball and richmond residents. this is in one of the roughest neighborhoods in the bay area. >> we came together to improve it to make it a better place. >> reporter: so what is the point of this party other than having a good time? it's to drive home a lesson to politicians that redevelopment money really does work. >> loitering is basically like skid row. >> reporter: captain mark gagan is talking about nevin park e says the park and community center was transformed into a gem due about $5 million in redevelopment money. the idea was to combat violent crime, which he says has happened in this spot over the

last three years. and two, to keep rebuilding outward. with the governor deciding to eliminate redevelopment funds in the state -- >> for the all the projects and plans in other parts of the city to see it being pulled back is very concerning. this is an example of what a community can do with that redevelopment money. >> reporter: and while the money is not there, the spirit in the iron triangle at least on this day -- >> i feel great. >> reporter: -- is flying high. mike mibach, ktvu channel 2news. >> demonstrators gathered in oakland today to call for an end to violence in that city. >> peace in the streets. >> the group soldiers against violence everywhere protested this morning at west grand avenue and market in west oakland. the demonstration honored two men lane is in the area earlier this year -- slain in the area this year. neighbors say they hope the efforts bring attention to the problem of violence in oakland.

a car accident knocked over/power pole sparking a fire. a minivan hit a pole on the monterey highway near hale and miramonte in morgan hill. four people in the van suffered minor injuries. the arcing power line set off a small fire. crews from santa clara county and cal fire quickly put it out. a san francisco federal appeals court has ordered the military to temporarily continue the ban on gays serving openly in the military. the same court order "don't ask, don't tell" lived just 10 days ago. the ninth circuit court said the ruling was based on new information but also said the government cannot discharge any openly gay troops as the military prepares to repeal the ban within a few weeks. casey anthony is spending her last hours in jail in orlando. authorities are expected to set the 25-year-old woman free in the middle of the night. attorneys say since anthony was acquitted last week in the death of her 2-year-old daughter caylee, she has gotten death threats.

they will not reveal where she is going. rupert murdoch is apologizing after a phone hacking scandal that has gotten worldwide attention. a full-page ad saying we are sorry circulated all over the uk today. murdoch's signature is seen at the bottom. now, the ads come after allegations journalists from his now defunct tabloid "news of the world" hacked into the phone messages of young murder victims and others. the publication was shut down last week. in other "news of the world" tonight a deadly crackdown in syria sparks a massive response. tens of thousands filled the streets of the capital today continuing the largest protests since unrest began in the spring. some carried the coffins of slain protestors. government troops killed at least 32 people this weekend as opposition leaders met in turkey. secretary of state hillary clinton criticized the crackdown saying syria's future is up to its people. double bombings in iraq today killed at least five

people. a minibus exploded outside a restaurant in baghdad and another went off near a shrine in karbala. with the instability in iraq, the u.s. is considering whether to keep 10,000 troops in the country past a scheduled departure at the end of the year. restoration work is about to get under way four years after a devastating wildfire at lake tahoe. the 2007 angora fire burned 3,000 acres and destroyed 250 homes. environmental groups argued plans by the u.s. forest service to remove burned timber would destroy habitat of rare woodpeckers. but a federal judge disagrees and work will begin later this month. in less than two hours, crews will begin the next phase of construction on san francisco's doyle drive. starting at 8:00 tonight, both directions of highway 1 will be shut down, here's the map, between lake street and the northbound approach to the golden gate bridge. lanes are set to re-open tomorrow at 11 a.m. detours will be in place during the closures. it's all part of a plan to

transform doyle drive into the presidio parkway. seemed quite cool out there today. let's check with our meteorologist mark tamayo. >> tomorrow not too much change. if you want the warmer weather, you might have to wait for a few days. you will see that on the five- day forecast. the big source of the cool area bay areawide, the fog is concentrated coastside and already a few patches moving into san francisco into the bay. we have a breeze, as well. in fact, we'll go ahead and show you some of the sensors. in fairfield right now, west winds southwest, sustained, gusting right around 21 miles an hour. but gusting to around 28 miles an hour. here's a look at some of today's highs. i want to show you a look at the fog over san francisco bay with partly to mostly cloudy skies. that cloud deck that marine layer has kept the bay area cool for the next 24 to 48 hours. today's highs from the upper 50s in pacifica, warmest locations in the upper 70s to right around 80 degrees in

morgan hill. livermore topped out 75. and our weather story is this. for tonight, partly cloudy skies, fog will continue to be on the increase, once again for tomorrow some morning overcast. we are going to keep things chilly coastside. and then the extended forecast there is a bit of a bump in the numbers. first thing tomorrow morning, count on low clouds and drizzle. most areas in the 50s starting the day. fremont 57, livermore 54. this area of low pressure keeping a good portion of the west coast including the bay area on the cool side. this remains in place for tomorrow. some morning fog, skies becoming partly sunny but still patchy overcast for the shoreline tomorrow afternoon. this is what will warm us up into next week. probably wednesday, thursday and friday high pressure strengthens. temperatures warm up especially inland. not a major boost, but still temperatures trending up in the long-range outlook. here's our forecast model showing you some of the fog first thing tomorrow morning quite a bit of overcast pulling back to near the shoreline but still leftover patches for parts of san francisco and also

into san francisco bay. the numbers for tomorrow afternoon, not a big change from today. santa rosa mid-70s. fairfield 78 degrees right around the bay, some 60s. and the warmest locations will be hovering right around the 80- degree mark. san jose 76. and san francisco right around 63 degrees. a good deal of overcast first thing tomorrow morning. here's a look ahead. these are all just minor changes but temperatures do warm up a little bit for monday, tuesday and wednesday. look at that, warm inland by next week at 90. not too much change but the fog is refreshing if you want to just look outside. >> looks like winter. >> bundle up tonight and tomorrow morning. >> thank you. well, dozens of bay area foster teens celebrated their birthdays all at once today at a big party in their honor. the birthday bash in pleasant hill featured water fun on land as well as in the pool along
